Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to end forced migration and/or improve displacement conditions. IOM has also a leading role in the Camp Coordination and Camp Management (CCCM) Cluster, participates in coordinated humanitarian responses, and engages in inter-agency collaboration to meet the needs of affected-persons and contribute to their protection.

The conflict and violence in Syria has continued to create surges of people crossing the borders from Syria into neighbouring countries. The number of Syrians registered or awaiting registration in host countries has surpassed 4 million and 6.2 million have been displaced inside Syria. Host governments and humanitarian actors, including IOM, are providing relief assistance and protection to this extremely vulnerable population living with host families and in increasingly crowded camps and settlements. The combination of an extremely large displaced population and the accelerating rate of new arrivals is posing a growing challenge to reception communities’ capacity and host government’s response mechanisms.

As a member of the UN Humanitarian Country Team in Syria and all concerned neighbouring countries (Jordan, Lebanon, Iraq, and Turkey), the IOM Director General has declared a Level 3 emergency to enhance organizational humanitarian assistance and priorities related to IDPs, refugees and returnees, and is actively participating in the emergency response within this

rapidly changing humanitarian context.

As this is a Level 3 emergency response, the successful candidate will be under the overall technical guidance of the IOM Whole of Syria Coordinator and Syria Coordination Cell in Geneva and the direct supervision of the Programme Coordinator in Gaziantep. S/he will be responsible for the management of IOM's ongoing Level 3 response in the area.

Core Functions / Responsibilities:

  1. Deputize for Programme Coordinator in managing IOM's emergency response and related operations from Turkey in accordance with IOM Standard Operational Procedures.

  2. Contribute to WoS strategic planning of emergency response in Syria from the Turkey hub including expansion of IOM Turkey activities to other sectors.

  3. Directly manage project staff in Gaziantep, providing programme and administrative guidance and ensuring that staff are able to complete activities required of them as per their TORs.

  4. Mentor and support staff in their development. Regularly monitor staffing needs and interview and hire necessary staff as required.

  5. Ensure all admin and finance processes of relevant projects are correct and within budgets.

  6. Assist with planning and overseeing the procurement and logistics activities for relevant operations.

  7. Assess project progress and prepare regular reports for Ankara, headquarter and for donors as required and prepare communication materials in coordination with Ankara and Headquarters (HQs).

  8. Coordinate the development, dissemination and regularly update of assessment and monitoring tools. Draft SOPs for activities as required.

  9. Meet regularly with donors present in Turkey and provide briefings and updates on IOM’s activities and projects. Develop donor proposals as required based on needs and funding opportunities

  10. Oversee the development and maintenance of data collection and analysis mechanisms for IOMs ongoing or new projects and share relevant information with partners within the humanitarian community.

  11. Meet regularly with implementing partners, monitor their activities, project management and provide advice and oversight as required.

  12. Represent IOM in related meetings with United Nations (UN) and non-governmental organizations (NGO) counterparts as required.

  13. Represent IOM in various forums, including in interagency coordination meetings and meetings called by OCHA convened to discuss coordinated responses to the humanitarian situation in Syria.

  14. Support all relevant sectoral working groups, including NFI/Shelter, CCCM, health, protection and education groups with strategic and operational input, as needed. Contribute towards the elaboration of SOPs, harmonized approaches, contingency plans and disaster reduction strategies.

  15. Represent Turkey during the IOM Whole of Syria Approach technical meetings regularly convened by Syria Coordination Cell as required

  16. Act as a focal point for IBM activities conducted in the south east region of Turkey

  17. In coordination with the Emergency Response Coordinator and relevant departments in Ankara, communicate with Turkish Border Authorities including Turkish Red Crescent on any potential projects to be implemented at the Syria / Turkey border crossings.

  18. Undertake international and national duty travel and field visits as required.

  19. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, Humanitarian affairs or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Field experience in operations, emergency work, including support to displaced populations and/or project management;

• Experience in project development, implementation and evaluation, and/or programme implementation and management;

• Experience in project formulation, administration and evaluation techniques and practices;

• Good knowledge of refugee and migration assistance.

Languages

Fluency in English is required. Working knowledge of Turkish is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
