Position Title: Project Development Assistant(Grant Writing)

Overall Supervision: Deputy Chief of Party - SSI

Context:

The USAID Office of Transition Initiatives (OTI) funded Somalia Stabilization Initiative (SSI) project in Somalia is primarily a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government, particularly newly formed District Administrations and regional state institutions. The overall objective of the program is to support the political transition of Somalia towards a functioning and stabilized Federal State through activities that promote good governance, consolidation of the federal structure, and a receptive environment to respond to emerging political contingencies;

Under the overall guidance of the SSI Deputy Chief of Party, and under the direct supervision of the Program Officer in Nairobi, the successful candidate will be responsible for all aspects of the grants activities funded by OTI in South West State and Jubbaland Regional Administration in Somalia in Phase I and in Galmudug Regional Administration in the Phase II.

The Grant Writing Assistant shall maintain an updated matrix showing status of grant writing and provide reports to the Field Coordinator and Program Officer on weekly basis. The Grant Writing Assistant will also support Program Development Unit with reporting on the status of pending grants in accordance with the priorities established by the project’s Senior Management team, and according to the established IOM and USAID \OTI procedures.

Core Functions / Responsibilities:

The Grant Writing Assistant responsibilities will include, but not be limited to, the following:

  1. Assist the Senior Project Advisors and Project Advisors in concept identification and development;

  2. Attend all the weekly concept discussions alongside with Senior project Advisors and Project Advisors;

  3. In collaboration with Senior Project Advisors and Project Advisors collect all grant background information and data required for grant writing and develop sound Activity Proposals and Budgets upon yellow light from OTI;

  4. Work closely with the Program Office and Program Development Assistant in activity design and narrative drafting;

  5. Work closely with Field and Nairobi Procurement Teams in developing specific grant budgets and addressing any budget issues that may arise;

  6. Work closely with field and Nairobi M&E teams in drafting M&E plans for different grants

  7. Submit draft Activity proposals and budgets for review and comments to the relevant technical units within SSI and ensure that all edits and comments are incorporated into the grant proposal;

  8. Prepare and keep track all grants and grants proposal submitted to USAID for concurrence and maintain record of the same;

  9. Work closely with the Program Development Unit in Nairobi and provide weekly green light targets to the Program Officer;

  10. Maintain an updated grant writing showing status of writing and provide report to the Field Coordinator, Program Officer, and Deputy Chief of Party on a weekly basis;

  11. Reporting on the status of all pending grants through the weekly activity notes to the Grants Unit;

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  1. University degree in social sciences or related field;

  2. Knowledge and use of Access database and Microsoft Excel, Access, Outlook and Word;

  3. Sound knowledge of development programme planning and implementation of objectives;

  4. Understanding of socio-political dynamics of Somalia is added advantage;

  5. Ability to understand, develop and implement administrative and financial control procedures;

Experience

  1. Excellent English writing and analytical skills;

  2. Preferred; some prior grant /proposal writing experience with international organizations and or USAID funded projects;

  3. Excellent analytical, planning and organization must be self-motivated to work with minimal supervision;

  4. Demonstrated ability to work as part of a team and manage multiple tasks;

  5. Strong leadership skills and the ability to resolve complex issues.

Languages

Fluency in English and Somali is required.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable. Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
