Context:

Under the overall guidance of the Chief of Mission (CoM) and direct supervision of the Chief Medical Officer (CMO), the successful candidate will provide administrative support and guidance on programme management and oversight on resource management for the IOM Ukraine’s Migration Health Department (MHD). Additionally, under the coordination of the CMO, s/he will be responsible for the development and implementation support to public health projects for mobile populations in Ukraine.

Core Functions / Responsibilities:

  1. Assist the IOM Ukraine MHD in the management of administrative, human resources, financial, budgetary, procurement and logistics aspects of all migration health assessment projects in Ukraine as well as suggest any corrective action as needed in coordination with the Mission’s resources management and other support staff.

  2. Monitor the financial status of all migration health assessment projects by regularly reporting on the same to CMO. Evaluate regular financial reports and take action to resolve anomalies and unusual trends in coordination with resource management staff.

  3. Review and approve financial reports in coordination with the Administrative/Finance Units and CMO. Analyze variances between budget and actual expenditures; verify and certify service providers’ invoices; coordinate and follow up procurement requests; provision of WBS for MHD staff, use of external health service providers, medical suppliers and medical escorts.

  4. Respond timely to ad hoc requests for information, statistics, cost estimates and budgets.

  5. In close coordination with CMO and other relevant units, suggest, harmonize, and review the fee for all migration health and laboratory services to be charged to resettlement partners and migrants for on-going and new migration health assessment projects in Ukraine.

  6. Ensure compliance of the MHD support staff with IOM general instructions on administrative, finance, procurement and security policies.

  7. Draft, revise and amend legal agreements and contracts with various service providers, medical suppliers and health partners in coordination with relevant staff and units.

  8. Coordinate the activities of collaborating clinics/hospitals, laboratories and other health facilities by ensuring optimal performance and quality control.

  9. Coordinate regular client satisfaction surveys and collect client feedback, analyze the same and report on results to the CMO and CoM.

  10. Design and develop, with guidance from the CMO, new public health and migration programme/project proposals in coordination with the RMO, the CoM and other relevant IOM authorities/officials.

  11. Support the implementation of new public health and migration programming under the guidance of the CMO.

  12. Collaborate with capacity building and health promotion initiatives for mobile populations in Ukraine in the fields of HIV/AIDS, Tuberculosis, psychosocial and mental health and other diseases of public health importance affecting migrants’ health and right to accessing better health care - in coordination and with IOM MHD HQ, national authorities and other relevant entities.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Management, Public Health, Medical Studies, Social Science or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in preparing reports, budgets, statistics and coordinate administrative activities;

• Progressively responsible work experience in the field of project management, public health, migration health and/or health project management in a reputable organization, preferably international;

• Knowledge of PRISM Finance is an advantage;

• Knowledge of MS Office products, and computer literacy skills required;

• Experience in working with international organizations, governmental entities and civil society;

• Familiarity with financial and business administration;

• Knowledge of the public/migration health situation in Ukraine, especially with regards to mobile populations;

• Project development experience and familiarity with the IOM project cycle; and,

• Practical experience in working with hospitals/laboratories/medical facilities in Ukraine and/or the region is an asset.

Languages

Fluency in English is required. Working knowledge of Russian and Ukrainian is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
