Context:
Under the overall supervision of the Chief of Mission (COM), the direct supervision of the Resource Management Officer (RMO) in Sudan, and in coordination with relevant units at Headquarters (HQs), the Administrative Centres (Manila and Panama) and the Regional Office in Cairo, the successful candidate will be responsible and accountable for accounts functions of the Mission and its sub-offices.
Core Functions / Responsibilities:
- Provide administrative support in monitoring the financial management for all activities in
Sudan including expenditures.
Process homogeneous transactions where several consecutive stages of processing are involved. Analyze unusual transactions to recommend processing.
Ensure financial documents are in conformity with relevant financial regulations, policies and procedures.
Decide the correctness of cases processed, certify or refer for action financial documents, giving appropriate explanations and suggesting remedial or alternative action as appropriate.
Prepare, analyze and evaluate information from the financial records and provide data and assistance to a higher level professional relevant to improvements of the financial operation.
Assist in training national staff in the areas of finance.
Provide guidance to staff inside and outside the finance component concerning the correct application of finance regulations, rules, or procedures to cases.
Liaise with relevant units at HQs and the Regional Office Cairo with regards to the financial activities of the Mission.
In close coordination with the RMO, conduct regular monitoring and supervise the sub-office finance activities and related staff.
Perform such other related duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Finance, Accounting, Business Administration or a related field from an accredited academic institution; or
• University degree in the above fields with two years of relevant professional experience.
• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience
• Experience in accounting and budgeting;
• Familiarity with financial oversight and public administration;
• Experience preparing reports, budgets, and statistics;
• Experience with internal control assessment, internal audit and or external audit;
• Knowledge of IOM/UN Common system regulations, policies and procedures;
• Knowledge of International Public Sector Accounting Standards (IPSAS);
• Experience working with computerized accounting systems, including SAP (PRISM);
• Knowledge of IOM/UN accounting system, software and procedures;
• High level of computer literacy, especially in computerized accounting systems (including SAP)
mandatory.
Languages
Fluency in English is required. Working knowledge of Arabic is an advantage.
