Context:
Under the overall guidance of the Chief of Mission and direct technical supervision of the Mission’s Resources Management Officer based in Manila, Philippines, under direct administrative supervision of the Head of Sub-Office (HoSO) and in close coordination with the Office of the Presidential Adviser on the Peace Process (OPAPP) Senior Programme Manager based in Cotabato, Philippines, the successful candidate will be responsible and accountable for managing the budgetary, financial, human resources and administrative functions of the Sub-Office in Cotabato, including but not limited to the OPAPP Programme being implemented in the Autonomous Region in Muslim Mindanao (ARMM), Philippines.
Core Functions / Responsibilities:
General Financial Management
In coordination with the OPAPP Senior Programme Manager, monitor programme compliance with general instructions of IOM and relevant permanent instructions in the areas of general administration, finance and human resources.
Monitor and oversee the financial management for all activities of the Sub-Office, specifically related to the implementation and oversight of the OPAPP Programme; including the oversight of financial expenditures and accountability to ensure that project activities are implemented on time and within budget, consistent with the project work plan. Ensure that project management are made aware of any deviations from the anticipated implementation plan in a timely manner.
Coordinate the preparation of donor financial reports as outlined in the donor agreement and in accordance with IOM regulations and established procedures.
Maintain appropriate internal controls to safeguard the Organization’s assets, control the treasury, and prevent fraud.
Assist the HoSO and the Senior Programme Manager in overseeing the budget control process providing analysis of variances between budget and actual expenditures.
Maintain financial procedures, ensure that local administrative procedures are in place and followed in accordance with the Organization’s regulations, procedures and practices, and recommend modifications to or new permanent instructions and procedures.
With guidance and instructions from the CoM, Mission’s RMO and ROAP, negotiate on Agreements and amendments, including all contractual terms that IOM has with the contracting agency.
Human Resources
In close coordination with the Mission’s Resource Management Officer and Regional Human Resources Officer as well as relevant HR staff in PAC and MAC, assist the HoSO/Senior Programme Manager in managing the human resources function and make recommendations on recruitment, retention, promotion, and separation of local staff. Interpret and apply HR policies, rules and regulations and make recommendations for resolving difficult or sensitive cases.
In coordination with the Mission’s Resource Management Officer develop and oversee a recruitment and human resources deployment plan to cover the entire project lifecycle. Establish an appropriate staffing structure to ensure that various components of the programme are adequately staffed to ensure timely project delivery. Provide guidance and advice to programme management on revisions to staffing structures if required.
Oversight - Training - Implementing Partners
Supervise and train staff on IOM's administrative/financial policies and procedures; evaluate regular financial reports and take action to resolve anomalies and unusual trends.
Provide financial reporting and monitoring training to Implementing Partners, with a specific reference on IOM financial and procurement rules, regulations and reporting requirements.
Supervise the procurement and logistic services, ensuring that contracts with suppliers of goods and services are in line with the Organization’s procedures, regulations and guidelines; oversee the management of the fleet of vehicles and maintenance of buildings as well as the functioning of support services in the Mission.
Make recommendations on procedural improvements in the relevant areas of administration, finance and reporting.
Liaise with relevant units at RO, HQs, MAC and PAC as well as relevant external counterparts with regard to the financial and administrative activities of the Programme; report regularly on the financial situation of the Programme and provide other information as necessary.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Finance, Accounting, Public Administration, Business Administration, Commerce or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience
• Experience in financial management, accounting and budgeting;
• Good knowledge of human resources management;
• Experience in working with Implementing Partners / Grants Management initiatives an advantage;
• Experience in managing diverse procurement and logistics operations;
• Demonstrated experience in training and managing large teams of co-workers, vendors and suppliers;
• Excellent level of computer literacy.
Languages
Fluency in English is required. Working knowledge of any local languages is an advantage.
