Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Lack of intra-agency, inter-agency and international coordination and cooperation are key challenges to address in the border control system in Sri Lanka. Division of responsibilities on border management spreads across different government ministries. The Department of Immigration and Emigration (DIE) under the Ministry of Internal Affairs is responsible for regulating the entry and exit of "people & inland immigration enforcement, passport issuance, visa & residence permit issuance”. Sri Lanka Customs, under the Ministry of Finance, is responsible for regulating the entry and exit of "goods, revenue collection & enforcement”. The Criminal Investigation Department of the Police which is responsible for criminal prosecution of offenders at the border operates under the Ministry of Law and Order. The State Intelligence Unit responsible for state security interests is under the Ministry of Defence whereas checks on health, quarantine and drug enforcement units falls under different Ministries including Health, Department of Agriculture and Police Narcotic Bureau. The responsibility for airport management has been vested with Airport and Aviation Services (Sri Lanka) Limited under the Ministry of Civil Aviation/Transport.

As a result of the involvement of many agencies, border management arrangements need more clarity in the definition of tasks and standardized procedures to promote and facilitate effective coordination and governance. In order to address above challenges, the International Organization for Migration with funding support from the Government of Australia is supporting the introduction of an Integrated Border Management (IBM) system in Sri Lanka. The proposed IBM model will allow different agencies while remaining legally independent to work in a more coordinated manner to achieve best border control outcome for Sri Lanka.

Reporting directly to the Project Manager IOM Colombo, Consultant is expected to perform the following tasks in close consultation with project stakeholders, project Technical Working Group (TWG) to be appointed by the Government, Local IT expert/s, and other relevant agencies;

  1. Development of Sri Lanka Integrated Border Management Strategy

  2. Preparation of IBM IT system design

Core Functions / Responsibilities:

The work should be carried out in three stages:

• During the first stage, the Consultant will conduct literature review, familiarize with current border control environment and the proposed IBM high level framework– off-site work

• During the second stage, the consultant will visit Sri Lanka and have the first round of meetings/consultations with stakeholders. (On-site work). The Consultant to prepare a draft Sri

Lanka IBM strategy (Off-site work). The IOM will share draft IBM strategy with stakeholders for review and input. The Consultant to revise the draft IBM strategy in line with stakeholder input and prepare the final strategy report. (Off-site work). The Consultant travel to Sri Lanka to present the final strategy report to the Government (on-site work). The IOM to obtain the Government of Sri Lanka endorsement

• During the third phase, the consultant taking into account approved Sri Lanka IBM strategy and the current info-border system will prepare IBM system design report. The system design while upgrading the current info-border system where necessary will also introduce new processes as enhancement to the current info-border system. (Off-site work). When the draft design is ready, consultant will travel to Sri Lanka to present it to the TWG and to obtain their views/input. Proposed changes if any to be incorporated and finalize the design. (on-site work). The IOM to obtain the Government of Sri Lanka endorsement The national IT expert in close consultation with TWG and IOM project team is expected to prepare technical specifications for the proposed System. The international consultant will be contacted if and when necessary to obtain further advice/opinion. IOM project team is expected to undertake implementation of the project in consultation and coordination with all parties.

Required Qualifications and Experience:

Key expert: Expertise in Integrated/ Coordinated Border Management Models a) General:

• Previous international exposure the ability to work independently but also in a multicultural environment is an asset;

• Extended experience in border management systems and border management reforms. b) Qualifications and skills

• A minimum of 10 years of appropriate operational experience related to border management

• Experience in the design of border management system / IBM and procedural reviews

• Proficiency in English a pre-condition.

• Experience in working in the South Asian region is a considerable asset. , (experience in working in Sri Lanka is beneficial)

c) General professional experience

• Experience in planning at strategic and/or operational level;

• Practical experience in management or design of the schemes of control and working procedures at the border crossing points preferably jointly operated;

• Ability to write reports and to draft clear and concise documentation;

• Ability to establish priorities and to plan, coordinate and monitor own work plan. d) Specific professional experience

• Specific experience in immigration, Customs Control and Management – including specific experience in the design and operation of integrated border management models.

Languages

Fluency in English is required. Working knowledge of a local language is an advantage.

Other:

The appointment is subject to funding confirmation.

Appointment will be subject to certification that the candidate is medically fit for appointment or visa requirements and security clearances.
