Background

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law.
Under the 2003-2009 OSCE Ministerial Council Decisions on Tolerance and Non-Discrimination, the ODIHR was given the task to:
a) Serve as a collection point for information and statistics on hate crimes collected from OSCE participating States and civil society and to report regularly on this information;
b) Closely follow racist, xenophobic, anti-Semitic and other incidents, including against Muslims in the OSCE area and to collect and disseminate information on best practices for preventing and responding to such incidents.
c) Assist participating States, upon their request, in developing appropriate methodologies and capacities for collecting and maintaining reliable information and statistics about hate crimes and violent manifestations of intolerance and discrimination, with a view to helping them to collect comparable data and statistics.
d) Further strengthen its assistance programmes, in order to assist participating States upon their request in implementing their commitments;
e) Strengthen its early warning function to identify, report and raise awareness on hate-motivated incidents and trends and to provide recommendations and assistance to participating States, upon their request, in areas where more adequate responses are needed.
Tasks and Responsibilities
The Hate Crime Officer is responsible for the implementation of core tasking given to ODIHR in the area of hate crime. With a view to preparing the annual ODIHR report on hate crime available at hatecrime.osce.org, the incumbent is the main focal point for participating States, field operations, civil society and inter-governmental agencies.
The incumbent will cover different parts of the OSCE region and different areas related to hate crimes following a division established by the management of the Department.
Under the supervision of Head of the Tolerance and Non-Discrimination Department, the incumbent of this seconded post will be responsible for:
- Monitoring, tracking and regularly reporting on hate crimes within the OSCE region with a particular focus on the response of governmental authorities to such incidents with a view to inform the strategy of the Department on this matter;
- Along with the other Hate Crime Officer, leading, advising and supporting the development of the Hate Crime Report, as well as other publications and tools on hate crimes;
- Proposing, designing and ensuring implementation of capacity building activities on hate crimes for government officials and, in particular, police, prosecutors and judges;
- Establishing and maintaining contacts with the National Points of Contacts on Hate Crime, OSCE field operations, International Organizations and Non-Governmental Organizations in all matters relating to hate crimes with a view to ensure optimal co-ordination with these actors;
- Performing other related duties as assigned.

Necessary Qualifications
- First-level University degree in international relations, political science, social sciences, law or other disciplines related to human rights;
- Minimum 6 years of progressively responsible experience at an international level in the human rights field or at the national level on hate crime issues; field experience or experience with international organization is desirable;
- Understanding of hate crime issues and practical experience in monitoring hate-motivated incidents is desirable as well as familiarity of methodologies for hate crime data/statistics collection;
- Experience in researching and strong drafting skills;
- Excellent knowledge of UN, Council of Europe, EU and OSCE human rights standards;
- Experience in project design and implementation; training experience is desirable;
- Computer literate with practical experience in Microsoft applications;
- Excellent written and oral communication skills in English; knowledge of another OSCE language is desirable.
- Ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
