Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context:

The crime of human trafficking is complex, dynamic, and clandestine, taking place in a wide variety of contexts and often perpetrated by organized criminal networks. A principal challenge in developing targeted counter-trafficking response and measuring its impact is the lack of reliable, high-quality data. Since 2001, IOM has developed and maintained the world’s largest global database of primary data on victims of trafficking. The Organization has assisted over

85,000 cases worldwide and is the largest actor in this regard. IOM’s database is a unique tool in its size, geographic scope and detail on victims of trafficking. While originally designed as a case management tool, it is increasingly valued for its research potential within and outside the Organization.

The Organization is now partnering with other leaders in this field to host the world’s largest open access, multi-stakeholder repository of human trafficking data from different organizations. In developing the Counter-trafficking Data Collaborative (CTDC), IOM and its partners aim to take the data revolution to the fight against modern-day slavery. By making the Organization and its partners’ data available to external parties on a systematic basis, whilst ensuring the anonymity of victims, the Counter-trafficking Data Collaborative platform will rapidly enhance the evidence base for the development of responses to the threat of human trafficking and exploitation and abuse.

Under the direct supervision of the Data Management and Research Specialist, the overall

supervision of the Head of the Assistance to Vulnerable Migrants Unit, and in close coordination with Information Technology and Communication Unit (ITC), IOM Geneva and with the Manila-based Migrant Applications Unit, the successful candidate will be responsible for the technical support required for the expansion of IOM’s database, data consolidation and the development of the user friendly web-based IOM Data Collaborative. CTDC is the first primary, global data repository on human trafficking for researchers, lawmakers and other stakeholders, with data contributed by counter-trafficking organizations around the world. S/he will also be responsible for analysing IOM’s and external stakeholders’ business needs, and identifying CTDC requirements.

Core Functions / Responsibilities:

  1. Design, develop and implement the CTDC in line with desired business requirements, to be used as the primary global human trafficking data and knowledge exchange portal.

  2. Support the development of the CTDC business model, including assessment of technical requirements, data definition, and development of the tools and Standard Operating Procedures (SOPs).

  3. Liaise with stakeholders, counterparts and business leads for the identification and documentation of user/business requirements, system functionalities and infrastructure design.

  4. Contribute to the design and development of other existing IT initiatives of the IOM Migrant Assistance Division, such as Migrant Management Operational System Application (MiMOSA), Assistance to Vulnerable Migrants (AVM) and Assisted Voluntary Return and Reintegration (AVRR) functions, and the global migrant data warehouse.

  5. Design, develop and implement data security and data protection model in line with best practices proposed by ITC standards (roles, data encryption) and industry practices for security, such as ISO 27001.

  6. Develop and implement technical procedures for validation of the data included in the various existing datasets and legacy systems and propose best models for data transfer to a central warehouse, for easier reporting and research from a consolidated dataset.

  7. Ensure that the MiMOSA Migrant Assistance Division (MAD) module meets evolving business needs, including the revised Screening Interview Form (SIF).

  8. Contribute to the project’s monitoring and reporting, including by supporting and documenting project progress. Ensure continuous review of the project’s implementation strategies and suggest corrective measures and actions to be taken as necessary.

  9. Provide references for users by developing and maintaining user documentation; providing help desk support; deliver training to internal and external users.

  10. Prepare reports, briefings, and presentations, as requested.

  11. Work with outsourced IT resources as needed to complete project deliverables.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Computer Science, Technology or Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in project management, method analysis, or operations/systems analysis;

• Experience in Web Application design and development with in .NET (ASP.NET Web Forms, and MVC);

• Development experience with MSSQL Server 2008+;

• Development experience with MSSQL Reporting Services (SSRS), and Integration Services

(SSIS);

• Basic Drupal administration and deployment skills;

• Familiarity with CKAN/DKAN and other data portal platforms.

Languages

Fluency in English is required. Working knowledge of French or Spanish is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
