IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: International Organization for Migration (IOM) has been implementing Immigration and Border management (IBM) projects since 2007, building the capacity of the Somali authorities in effective immigration and border management in order to promote safe and orderly migration thereby mitigating any security threats. Since 2012, IOM has taken on a programme approach to ensure a clear framework of IBM and synergy amongst projects funded by different donor governments. The programme provides technical support under the five thematic focuses: 1) Legislation and policy; 2) Infrastructure and equipment; 3) Border Management Information System; 4) Inter-agency and regional collaboration; and 5) Organisational development and management. Through the past projects, IOM has primarily been focusing on upgrading the infrastructures of immigration offices and selected ports of entry in Federal Republic of Somalia, Puntland state of Somalia and Somaliland, in order to assist the immigration authorities to conduct effective immigration processes using Migration Information and Data Analysis System (MIDAS), an IT-based Border Management Information Systems. The programme is gearing towards strategic incorporation of security control by the Somali authorities, such as introduction of second-level inspection in immigration processes, Advanced Passenger Information (API) system as well as coordination of alert list collation and dissemination. Geographically, IOM plans to expand its assistance to new ports of entry, with particular attention to enhancing the border control. IOM is committed to a diverse and inclusive environment. Page 2 / 4 The IBM programme is largely and directly implemented by IOM without implementing partners and most of the activities in the project will be delivered locally in Somalia by the Senior programme assistant assigned to the project sites in Federal Republic of Somalia. Interacting with Government authorities and programme partners whose needs and capacities are at different stages, the programme is funded by different donor governments and requires macro- and micro-level attention to the political, security and socio-economic landscapes of Somalia. To effectively implement IBM programme, IOM has been strengthening decentralised programme implementation at the field level and capacity building of the project staff in both technical matters of immigration and border management and project management, in particular in IOM processes and procedures in finance and procurement, will be critical for the success of the project. IOM seeks for candidates for Senior Programme Assistant to be based in Mogadishu, Federal Republic of Somalia that will manage the said programme activities. The senior Programme Assistant is expected to lead planning, implementation, communication and and reporting of IBM activities in close coordination IBM programme staff and Government /partner stakeholders in Federal Republic of Somalia:
Core Functions / Responsibilities: Under the overall supervision of IOM Somalia Chief of Mission (COM) and the direct supervision of the IBM Programme Manager – IBM (PM), the Senior Programme Assistant will be responsible for the following duties and tasks: 1. Ensure timely development of project site work plan and timely implementation of planned activities for the IBM Programme by initiating planning meeting sessions with the project stakeholders. 2. In co-ordination with IOM Somalia coordination office in Nairobi, follow-up with the procurement and financial processes of the project in accordance with IOM rules and regulations. Keep track of all financial, logistical and procurement aspects of the project implementation. 3. Undertake field visits to monitor the project implementation on a regular basis. Bring urgent issues to the attention of PM, National officer and Head of Office for IOM to formulate and take corrective measures while documenting good practices for future replication. 4. In co-ordination with Labour Migration and Human Development (LMHD) Unit, closely monitor the assignments of the (LMHD) participants at the beneficiary institutions and inform PM of issues for which IOM’s interventions or assistance are required. 5. Conduct a weekly and monthly review of project implementation with the IBM Somalia coordination Office, clarifying the progresses of the activities and plans for the following month as well as identifying potential and actual issues that affect timely and effective implementation of the project and corrective measures. 6. Submit periodical reports summarizing the progresses against the indicators in a timely manner. Assist PM in finalization of external and internal reports by providing inputs and photographs for publication purposes. Page 3 / 4 7. Maintain periodical dialogue with the project counterparts for implementation of the planned activities with their ownership and identify problems in a timely manner. Inform and provide amicable solution to PM on any issues or potential problems arising in project implementation. 8. Assist PM in project development through drafting project proposals in order to expand the IBM activities in a strategic manner. 9. Required Qualifications and Experience Education 1. Diploma /Bachelor’s Degree in Social Sciences, Natural sciences, Engineering, Business administration or relevant field. 2. At least four years of professional working experiences in project implementation in immigration and border management programmes.
Experience 1) Effective communication and liaisons with Government and project counterparts 2) Organising and facilitating workshop and trainings 3) Drafting reports in English 4) Management of procurement and finance processes 5) Strong command of computer applications: Outlook, Microsoft Office (Word, Excel and Power Point) and Internet. Additional Assets: 1. Knowledge of concepts, approaches and tools in project design, monitoring and evaluation (DM&E). 2. Prior experiences in Immigration and Border Management programmes
